Nigeria’s $3.5B NiPHaST Plan Targets a Decade of Cutting Food Waste

Agriculture Minister Abubakar Kyari has put Nigeria’s largest bet yet on fixing the country’s broken food supply chain. Speaking at the African Food Systems Forum in Dakar, he unveiled the Nigeria Postharvest Systems Transformation Programme known as NiPHaST, and framed it as a direct assault on the waste that bleeds the nation’s harvests every season.
Nigeria’s post-harvest losses are staggering. Between 40 and 50 percent of everything farmers grow never reaches the plate. Grains rot in inadequate silos, tomatoes and peppers collapse in transit, and yams spoil in village barns before buyers arrive. The Food and Agriculture Organization estimates the annual drain at $9 billion. NiPHaST is the government’s answer: a $3.5 billion programme running from 2026 to 2035, designed to plug those leaks and keep more food inside the country’s borders.
The programme is built around four operational pillars. First is a nationwide overhaul of storage infrastructure. Modern silos, warehouses, and aggregation centers will be built across key producing zones, while existing strategic grain reserves will be rehabilitated. For cereals alone, the target is to drive losses down from roughly 30 percent to under 10 percent.
Second, NiPHaST leans heavily on public-private partnerships to create household and community reserves. The idea is to move storage closer to the farmgate. Farmer cooperatives and women’s groups will manage village-level reserves, giving growers the option to hold produce and sell when prices recover rather than dumping everything at harvest when the market is flooded. That shift alone could blunt the extreme seasonal price swings that punish both producers and consumers.
The third pillar confronts Nigeria’s power problem head-on. Solar-powered cold rooms and refrigerated transport will be rolled out for perishables. With grid electricity still unreliable across rural areas, cold chains for tomatoes, leafy vegetables, fruits, fish, and dairy routinely fail. Solar systems, paired with battery backup, are meant to keep produce viable from farm to market. Early private models, like those run by KAMIM Technologies, have already shown losses can be cut by as much as 90 percent when cold storage actually works.
Finally, the programme is crop-specific. NiPHaST prioritizes Nigeria’s staples: cereals like rice and maize, legumes such as cowpea, roots and tubers including cassava and yam, and vegetables like tomato and onion. These crops feed the majority of the country’s 220 million people and account for the bulk of post-harvest losses.
The stated goals are ambitious but concrete. Stabilizing food prices sits at the top of the list. By reducing the harvest-time glut and off-season scarcity, the government hopes to smooth out the 40 percent food inflation that defined 2025. Achieving food sovereignty is another pillar. If Nigeria can save what it already grows, it cuts dependence on rice, wheat, and tomato paste imports that drain foreign exchange. Farmer income is the third target. Less waste translates directly into more cash for rural households, where poverty remains concentrated. And ultimately, NiPHaST is about food security — keeping more calories in the system for a population projected to keep climbing..
The challenge is execution and funding. At $350 million per year, NiPHaST would consume more than Nigeria’s entire 2025 agriculture budget. Success depends on donor financing, private capital, and disciplined project management. Solar cold rooms need maintenance, not just ribbon-cutting. Storage is useless if rural roads are impassable and trucks can’t reach the new silos. And farmers will only use community reserves if the fees are lower than the losses they already suffer.
Minister Kyari insists NiPHaST “will transform how we handle food from farm to fork.” The math is compelling. If Nigeria can cut post-harvest losses even by half, it would recover 15 to 20 million tons of food each year. That is the equivalent of boosting national output without clearing a single additional hectare.
